Welcome to the Rainbow Tribunal (the "Tribunal," "we," "us," or "our"). By accessing our website, becoming a member, submitting a report, petition, complaint, or other material, participating in Tribunal activities, or using our services, you acknowledge that you have read, understood, and agree to be bound by these Terms of Service.
If you do not agree with these Terms, you should not submit information, register as a member, or participate in Tribunal activities.
The Rainbow Tribunal reserves the right to amend these Terms of Service from time to time. Updated terms may be published through our official communication channels and will become effective upon publication or on the date specified.
The Rainbow Tribunal is an independent, private, non-governmental international community reporting and advocacy organization.
The Tribunal is not:
A government agency;
A court of law;
A criminal or civil court;
A judicial tribunal established by legislation;
A law-enforcement agency;
A diplomatic body;
An agency of the United Nations;
The International Criminal Court;
A human rights commission established by government; or
An organization with authority to impose legally binding judgments or criminal penalties.
The Tribunal does not exercise governmental, judicial, police, prosecutorial, or diplomatic authority.
Any findings, recommendations, resolutions, statements, symbolic decisions, or community outcomes issued by the Rainbow Tribunal are non-binding and do not have the force of a judgment or order issued by a legally constituted court or government authority.
The Rainbow Tribunal exists to provide a community-based forum for receiving, reviewing, documenting, and raising awareness of alleged human rights concerns affecting 2SLGBTQIA+ individuals and communities worldwide.
The Tribunal may receive reports concerning alleged:
Homophobia;
Transphobia;
Discrimination;
Persecution;
Harassment;
Hate speech;
Online abuse;
Threats or intimidation;
Violence;
Denial of rights or services;
Forced displacement;
Systemic discrimination; and
Other conduct affecting the dignity, equality, safety, or human rights of 2SLGBTQIA+ persons.
The Tribunal may conduct community reviews, educational initiatives, advocacy activities, voluntary mediation, restorative dialogue, and non-binding community proceedings.
Individuals, witnesses, victims, advocates, organizations, and members of the public may submit reports to the Rainbow Tribunal.
By submitting a report, you acknowledge that:
You are responsible for the accuracy of the information you provide.
You will not knowingly submit false, fraudulent, or misleading information.
You will not knowingly fabricate evidence or impersonate another person.
You will provide information in good faith.
You understand that submission of a report does not guarantee that the Tribunal will investigate or take further action.
You understand that the Tribunal may request additional information or clarification.
You understand that the Tribunal may decline to review a report for any reason consistent with its policies.
The Tribunal may review information submitted to it and may consider publicly available information when assessing a matter.
By submitting a complaint or report, you agree to the following declaration:

I solemnly declare that, to the best of my knowledge and belief, the information and statements contained in this report are true, accurate, and complete. I understand that knowingly submitting false, misleading, or fraudulent information may result in consequences under applicable law, and I accept responsibility for the information I provide. I acknowledge that the Rainbow Tribunal may take appropriate action in accordance with its policies and applicable law.
The Tribunal does not independently guarantee the truthfulness of information submitted by any reporting party.
Upon receiving a report, the Rainbow Tribunal may, at its discretion:
Conduct an initial review;
Request additional information;
Review publicly available information;
Seek voluntary statements from relevant individuals;
Invite individuals to participate in a community hearing;
Facilitate voluntary mediation or restorative dialogue;
Refer individuals to appropriate support organizations;
Publish educational or advocacy materials;
Issue non-binding findings or recommendations; or
Close the matter without further action.
The Tribunal is not required to accept, investigate, or adjudicate every report submitted.
The Tribunal may establish internal standards and procedures for determining whether a report is appropriate for further consideration.
Submission of a report does not guarantee:
An investigation;
A hearing;
A finding;
A recommendation;
A public report;
Mediation;
Restorative justice;
Contact with another party; or
Any particular outcome.
The Tribunal retains discretion regarding how it handles reports and may decline to proceed where it determines that doing so would be inappropriate, unsafe, outside its mandate, or contrary to its policies.
The Rainbow Tribunal may conduct voluntary community hearings, either virtually or in person.
Community hearings are intended to provide an opportunity for information to be presented and discussed in a structured environment.
Tribunal hearings are not equivalent to court proceedings and do not establish criminal or civil liability.
The Tribunal may establish procedures governing participation, evidence, confidentiality, witnesses, public access, and conduct during hearings.
The Tribunal may refuse participation or remove individuals from a proceeding where necessary to maintain safety, order, fairness, or integrity.
The Tribunal may issue non-binding community findings, recommendations, statements, or reports.
Such findings may express the Tribunal's assessment based on the information available to it at the time.
A Tribunal finding:
Is not a court judgment;
Does not establish criminal guilt;
Does not establish civil liability;
Does not impose a legally enforceable penalty;
Does not replace a government investigation; and
Does not prevent an individual from seeking remedies through appropriate legal or governmental processes.
The Tribunal will seek to distinguish allegations, verified information, findings, opinions, and recommendations in its publications.
The Tribunal may issue symbolic or honorary recognitions, recommendations, or community outcomes consistent with its mission.
These may include:
Community commendations;
Educational recommendations;
Calls for voluntary apologies;
Restorative dialogue;
Human rights education;
Community service recommendations;
Awards and recognitions; or
Other symbolic community measures.
Any such outcome is voluntary and non-binding unless a participant independently agrees to undertake it.
The Tribunal shall not impose imprisonment, physical punishment, forced confinement, or other unlawful penalties.
The Rainbow Tribunal does not replace emergency services, police, courts, lawyers, human rights commissions, or other competent authorities.
If you are in immediate danger, you should contact the appropriate emergency services in your jurisdiction.
Where information submitted to the Tribunal indicates a serious and credible risk of imminent harm, the Tribunal may, where legally permitted and appropriate, encourage the reporting party to contact relevant authorities.
Nothing in these Terms prevents any person from reporting suspected criminal conduct to law enforcement or seeking legal advice.
Membership in the Rainbow Tribunal is voluntary and subject to applicable membership policies.
Members may be permitted to participate in activities including:
Community discussions;
Petitions;
Advocacy initiatives;
Educational programs;
Community meetings;
International forums; and
Other Tribunal activities.
Membership does not provide governmental authority, judicial power, diplomatic status, or law-enforcement authority.
The Tribunal may suspend or terminate membership where an individual violates these Terms, the Tribunal's code of conduct, or applicable policies.
Members and the public may be permitted to create or sign petitions and support community resolutions.
Petitions and resolutions represent the views of participating signatories or members and do not constitute governmental decisions or legally binding orders.
The Tribunal may present petitions or resolutions to governments, organizations, institutions, or other decision-makers as part of its advocacy activities.
The Tribunal does not guarantee that any recipient will act upon a petition or resolution.
The Tribunal may advocate for the protection of internationally recognized human rights principles and may reference instruments such as the Universal Declaration of Human Rights and other relevant international human rights frameworks.
The Tribunal does not claim authority to enforce United Nations instruments or to act as an official representative of the United Nations.
Any reference to international human rights law or standards is intended for educational, advocacy, and community purposes unless otherwise expressly stated.
Users and members agree not to:
Submit knowingly false or fraudulent information;
Fabricate or manipulate evidence;
Harass or threaten other participants;
Engage in hate speech;
Impersonate another person or organization;
Misrepresent the Tribunal's authority;
Claim to speak on behalf of the Tribunal without authorization;
Use the Tribunal to conduct unlawful activities;
Publish private personal information without lawful authorization;
Interfere with Tribunal proceedings; or
Attempt to intimidate witnesses, complainants, respondents, or Tribunal members.
Violations may result in suspension, termination of membership, removal from proceedings, or other appropriate action.
The Tribunal will seek to handle submitted information responsibly and in accordance with its privacy policies and applicable law.
However, users acknowledge that complete confidentiality cannot always be guaranteed.
Information may be disclosed where:
Required by law;
Necessary to protect an individual from serious and imminent harm;
Necessary to administer Tribunal proceedings;
The reporting individual has provided consent;
Information is already publicly available; or
Disclosure is otherwise permitted by applicable law.
Individuals should avoid submitting unnecessary sensitive personal information.
The Tribunal may publish educational, advocacy, or community reports based on information it receives or publicly available information.
Where appropriate, the Tribunal may anonymize personal information.
The Tribunal will seek to avoid unnecessary disclosure of sensitive personal information and may consider privacy, safety, and legal concerns before publishing information.
The submission of information does not guarantee publication.
Unless otherwise stated, the Rainbow Tribunal's name, logos, branding, written materials, publications, website content, and original materials are protected by applicable intellectual property laws.
Users may not reproduce, modify, distribute, or commercially exploit Tribunal materials without appropriate authorization.
By submitting original materials to the Tribunal, the submitter grants the Tribunal permission to use those materials for legitimate organizational, educational, reporting, or advocacy purposes, subject to applicable privacy requirements and any specific confidentiality agreement.
The Rainbow Tribunal does not provide legal advice or legal representation unless services are provided by an appropriately licensed legal professional acting independently and within the scope of their professional authorization.
Information provided by the Tribunal is not a substitute for professional legal advice.
Individuals involved in legal proceedings are encouraged to obtain independent advice from a qualified lawyer or authorized legal professional.
To the extent permitted by applicable law, the Rainbow Tribunal is not responsible for:
The accuracy of information submitted by users;
Decisions made by third parties;
Government decisions;
Court decisions;
Immigration outcomes;
Employment outcomes;
Financial losses;
Personal disputes arising from Tribunal participation; or
Actions taken independently by users or third parties.
Participation in Tribunal activities is voluntary.
The Rainbow Tribunal encourages good-faith participation and respectful dialogue.
No individual should be subjected to threats, harassment, intimidation, or retaliation for making a good-faith report or participating in a Tribunal activity.
The Tribunal may take appropriate action within its authority where it becomes aware of conduct intended to intimidate or retaliate against participants.
The Rainbow Tribunal's activities and these Terms of Service shall be interpreted in accordance with applicable laws and regulations governing the organization's legal status and operations.
Because the Tribunal operates internationally, participants are responsible for complying with the laws applicable to them in their respective jurisdictions.
Nothing in these Terms is intended to override mandatory rights or legal protections that cannot lawfully be excluded or limited.
If any provision of these Terms is determined to be invalid, unlawful, or unenforceable, that provision shall be limited or removed to the minimum extent necessary, and the remaining provisions shall continue in full force and effect to the extent permitted by law.
